THIS IS A STORY OF LONG-TERM POLICY INNOVATION FOR SCIENCE AND TECHNOLOGY. THERE HAVE BEEN TWO MAJOR ERAS: FROM MARINER TO VIKING, AND FROM OBSERVER TO THE PRESENT. THERE WAS A LONG GAP BETWEEN VIKING S LANDING IN 1976 AND OBSERVER'S ARRIVAL AT MARS IN 1993. THE FAILURE OF OBSERVER GAVE RISE TO A MUCH REORIENTED MARS PROGRAM THAT HAS BECOME SUSTAINABLE IN SPITE OF BUDGET AND OTHER CHALLENGES. THE KEY TO UNDERSTANDING THE COURSE OF HISTORY OF THE MEP IS TO TRACK THE MOVING FORCE BEHIND THE PROGRAM WHAT WE CALL THE MARS ADVOCACY COALITION, AN EVER-EVOLVING GROUP OF PEOPLE INSIDE AND OUT OF NASA FOR WHOM MARS ROBOTIC EXPLORATION IS A CENTRAL INTEREST. THIS COALITION FUELS THE DREAM OF MARS EXPLORATION, AND KEPT IT ALIVE IN THE PERIOD BETWEEN VIKING AND OBSERVER. IT PROVIDES INTELLECTUAL AND POLITICAL ENERGY TO THE MEP AND IS THE THEME THAT CONNECTS THE PROGRAM FROM THE FIRST FLY-BYS TO THE CURRENT INFRASTRUCTURE ESTABLISHMENT, AND WHICH WILL EVENTUALLY BRING ABOUT THE MARS SAMPLE RETURN MISSION TO HELP ANSWER THE QUESTION THAT MOST DRIVES THE ROBOTIC MARS PROGRAM AND THE QUESTION OF LIFE.
