RECOATING A TALL TOWER IS A DANGEROUS AND LABOR INTENSIVE TASK THAT CAN TAKE UP TO 9 MONTHS FOR HUMANS TO PERFORM AND COST UP TO $1 MILLION WHEN THE COATINGS USE HAZARDOUS MATERIALS, SUCH AS LEAD. THE PROCESS REQUIRES THE HUMAN WORKERS TO PERFORM AGILE CLIMBING IN AN OUTDOOR ENVIRONMENT, TO PERFORM VISUAL INSPECTION OF COMPLEX SURFACES, AND TO PERFORM DEXTEROUS MANIPULATION OF TOOLS FOR PAINTING AND SURFACE PREPARATION. THE GROWING MAINTENANCE BURDEN OF THE US NAVY S VERY LOW FREQUENCY AND LOW FREQUENCY (VLF/LF) ANTENNA TOWERS MAKES THE DEVELOPMENT OF AN AUTOMATED INSPECTION AND PAINTING ROBOT FOR THESE TOWERS AN APPEALING OPTION FOR REDUCING SUPPORT COSTS, IMPROVING SAFETY, AND MINIMIZING TOWER DOWN TIME. RATHER THAN BUILD A COMPLETE FIELDABLE SYSTEM, IN PHASE II WE PROPOSE TO DEVELOP, TEST AND DEMONSTRATE A WORKING PROTOTYPE THAT VALIDATES SEVERAL OF THE KEY ELEMENTS OF THE PROPOSED ROBOTIC APPROACH TO TOWER RECOATING. THE PROPOSED WORK FOCUSES ON A TOWER MOCKUP CONSISTING OF ONE ENTIRE FACE AND TWO CORNERS OF AN ANTENNA TOWER, AND WILL BE ONE OR TWO STAGES TALL. THE MOCKUP WILL BE COMPLETE ENOUGH TO SHOW COMPONENTS OF THE SYSTEM WORKING TOGETHER, BUT SMALL ENOUGH SO THE WORK CAN BE DONE IN OUR ROBOT LABORATORY IN WALTHAM MA. THE PROTOTYPE SYSTEM WILL USE A ROBOTIC ARM TO CLEAN AND PAINT ALL SURFACES OF THE TOWER MOCKUP. AN OFF-THE-SHELF ROBOTIC ARM WILL MANIPULATE TOOLS THAT PERFORM INSPECTION, CLEANING AND PAINTING FUNCTIONS. THE ROBOT ARM WILL BE MOUNTED ON A MOVING BASE SIMILAR TO THAT SHOWN EARLIER IN FIGURE 1, BUT SIMPLIFIED FOR THE PROTOTYPE. THE CULMINATION OF THIS EFFORT WILL BE A DEMONSTRATION IN WHICH THE ROBOTIC ARM CLEANS AND PAINTS THE TOWER MOCKUP UNDER SEMI-AUTOMATED CONTROL. THE DEMONSTRATION WILL VERIFY THAT THE APPROACH MEETS THE MAIN CHALLENGES THE TOWER-RECOATING ROBOT FACES, WHICH INCLUDES ENSURING THAT THE ARM CAN CLEAN AND PAINT ALL SURFACES OF THE TOWER WITHOUT INTERFERING WITH THE TOWER.
